Rob Wilson President

Robert Wilson has extensive professional experience in legislative affairs and association management.

Over the past 25 years, he has successfully managed regulatory and legislative initiatives in Nebraska, Colorado, Kansas, New Mexico, Arizona, Illinois, Iowa, Minnesota and Florida. Wilson has also served on the executive teams of two major natural gas pipelines, a natural gas local distribution company and a public power district. His professional experience includes working on several energy pipeline construction projects, from their conception to completion. His work in the energy sector also includes regular interaction with local, state and federal security and emergency response professionals.

His work with association clients includes all phases of event management, membership recruitment/retention program development, member communication audits & improvements, cost analysis/measurement and strategic planning.

Wilson is a graduate of the University of Nebraska/Omaha with an undergraduate and Master’s Degree in Public Administration.

Kari Hebrank Partner

Kari Hebrank has more than 23 years of legislative and regulatory experience and her employment history includes working for the Florida Department of Community Affairs in the Resource Management & Planning Division (1988-1990) and serving as a legislative liaison for the Florida Association of Counties (1990-1997) lobbying a variety of county government issues, including growth management, environmental, transportation, utility, appropriations and agricultural issues. In 1997, Kari became the Vice President of Government Relations for the Florida Building Material Association (FBMA), responsible for lobbying a myriad of construction industry and business issues.

In 2006, Kari established her own lobbying firm, 4th Floor Advocacy, and in addition to the Florida Building Material Association, her client list has included PGT Industries, the International Code Council, Simpson Strong-Tie, Inc., Solutia, Inc., the International Association of Plumbing & Mechanical Officials, the Fenestration Manufacturers Association, JELD-WEN, Inc., the Florida Swimming Pool Association, Town & Country, Florida Chapter of the American Society of Home Inspectors, Sunrise ARC, Building Officials Association of Florida, the Masonry Association and Underwriters Laboratories. Additionally, Kari has conducted regulatory advocacy for the Florida Onsite Wastewater Association, Pinch-A-Penny, AWP Windows & Doors, LLC, CGI Industries, Keymark Corporation, Veolia/AECOM and the International Hurricane Protection Association.

Kari joined Wilson & Associates in 2012 and her client list has included ASHRAE, Builders Hardware, Inc., Hurricane Fabric, UL LLC, the Florida Swimming Pool Association, VizCO, Walter Kidde, The Related Group, SkyeTec, Simpson Strong Tie and the Florida Home Builders Association. She successfully lobbied appropriations issues for onsite wastewater funding, construction training and education and the Future Builders of America. Moreover, Kari has successfully written and managed three grants for the Florida Home Builders Association issued from the Division of Emergency Management and managed two projects for the Department of Business & Professional Regulation.

A member of the Florida Association of Professional Lobbyists, Kari has also served as Chair of the Construction Coalition, a group of 26 construction trade associations who meet to strategize about legislative and regulatory issues. Kari was appointed to the Department of Community Affairs’ Evaluation and Appraisal Report Technical Advisory Committee and has actively participated in various workgroups and committees established by the Florida Building Commission.

Kari is a proud graduate of Florida State University, earning a Bachelor of Arts degree in English Literature and Business. She lives in Tallahassee with her two dogs, Rascal and LuLu, and has one daughter Bailey, a 2011 honors graduate from the University of Florida who resides and works in Charlotte, North Carolina.

Tina Ward Director of Client Services

Bringing more than a decade of experience to our team, Tina Ward is responsible for the daily operations of Wilson & Associates including financial affairs, administrative and clerical duties. She also provides support for client conferences, tradeshows, awards ceremonies and special events, including legislative days, on-site administration of meetings, coordinating with facility staff and assembling meeting materials. She contributes to client social media pages, assists with project research, and creates material for webinars and handbooks. Tina earned her Bachelor’s degree from the University of South Carolina-Aiken and her Master’s degree from Florida State University. She and her husband, Andre, reside in Tallahassee with daughter Breckin, son Jax, and beloved dog Duchess.

Scott Jenkins

Scott Jenkins has more than 20 years of making connections in Florida state government. After graduating from Clemson University with a Bachelor of Arts degree in Secondary Education: History in 1997, Scott arrived in Tallahassee to achieve his Master of Science degree in Political Science from Florida State University (graduated 1999).

While in school in Tallahassee, he began his journey in the government and political arena as an auditor at the Florida Division of Elections (1997-1999). There, he gained valuable relationships in the lobbying, campaign and elected official community, as well as a better understanding of the influences PAC and grassroots involvement has on the legislative and regulatory process.

During his experience as a lobbying assistant and office manager for Watson and Gosnell Governmental Affairs Consultants (1999-2000), Scott learned the importance of understanding and recognizing the needs of constituents, associations, business organizations and municipal organizations as they relate to state policy and funding issues.

As a Campaign Manager for political campaigns and a Field Director for the Republican Party of Florida (2000, 2002), Scott gained valuable experience mobilizing large groups of volunteers and employees to help achieve common goals. In 2000, he also served on the Florida Recount Team while employed by the Republican Party of Florida.

As Council Legislative Analyst in the Florida House of Representatives (2001-2002), Scott worked extensively on policy formulation and analysis. He also formed valuable connections with members of the Florida Legislature, the Florida Executive Branch and their staffs.

As Senior Vice President/Deputy Director of Government Affairs for the Florida Bankers Association (2002-2010), Scott worked daily to establish and maintain relationships with government officials and banking, trust and insurance professionals. The input of the hundreds of members of the FBA were invaluable to developing his understanding of large and small businesses. These relationships provided the foundation to successfully promote the association’s positions before state and federal legislative and regulatory officials.

As Senior Vice President/State Government Relations Director for Wells Fargo and Company (2010-2018), Scott worked daily to ensure that the company’s voice was heard in state and local legislative and regulatory environments in Florida, Georgia, North Carolina and South Carolina. In this role, he gained vast knowledge of the external and internal pressures that very large, nation-wide corporations face, a better understanding of how to navigate and work with dedicated business professionals, and the operations of a multitude of business lines with varying concerns. In this position, Scott served on the government relations committees of the North Carolina Bankers Association, the Florida Bankers Association, and the Georgia Bankers Association. He was also a board member of the Florida Non-Profit Alliance, and the Florida Bankers Association BankPAC.

The son of a US Air Force fighter pilot and command officer, Scott grew up all over the world, including England, Germany, Iceland and South Korea. Scott is married and has two sons and a daughter.
