Kari Hebrank has more than 23 years of legislative and regulatory experience and her employment history includes working for the Florida Department of Community Affairs in the Resource Management & Planning Division (1988-1990) and serving as a legislative liaison for the Florida Association of Counties (1990-1997) lobbying a variety of county government issues, including growth management, environmental, transportation, utility, appropriations and agricultural issues. In 1997, Kari became the Vice President of Government Relations for the Florida Building Material Association (FBMA), responsible for lobbying a myriad of construction industry and business issues.
In 2006, Kari established her own lobbying firm, 4th Floor Advocacy, and in addition to the Florida Building Material Association, her client list has included PGT Industries, the International Code Council, Simpson Strong-Tie, Inc., Solutia, Inc., the International Association of Plumbing & Mechanical Officials, the Fenestration Manufacturers Association, JELD-WEN, Inc., the Florida Swimming Pool Association, Town & Country, Florida Chapter of the American Society of Home Inspectors, Sunrise ARC, Building Officials Association of Florida, the Masonry Association and Underwriters Laboratories. Additionally, Kari has conducted regulatory advocacy for the Florida Onsite Wastewater Association, Pinch-A-Penny, AWP Windows & Doors, LLC, CGI Industries, Keymark Corporation, Veolia/AECOM and the International Hurricane Protection Association.
Kari joined Wilson & Associates in 2012 and her client list has included ASHRAE, Builders Hardware, Inc., Hurricane Fabric, UL LLC, the Florida Swimming Pool Association, VizCO, Walter Kidde, The Related Group, SkyeTec, Simpson Strong Tie and the Florida Home Builders Association. She successfully lobbied appropriations issues for onsite wastewater funding, construction training and education and the Future Builders of America. Moreover, Kari has successfully written and managed three grants for the Florida Home Builders Association issued from the Division of Emergency Management and managed two projects for the Department of Business & Professional Regulation.
A member of the Florida Association of Professional Lobbyists, Kari has also served as Chair of the Construction Coalition, a group of 26 construction trade associations who meet to strategize about legislative and regulatory issues. Kari was appointed to the Department of Community Affairs’ Evaluation and Appraisal Report Technical Advisory Committee and has actively participated in various workgroups and committees established by the Florida Building Commission.
Kari is a proud graduate of Florida State University, earning a Bachelor of Arts degree in English Literature and Business. She lives in Tallahassee with her two dogs, Rascal and LuLu, and has one daughter Bailey, a 2011 honors graduate from the University of Florida who resides and works in Charlotte, North Carolina.
